IDIQ Engineering Services Contract for NAVFAC Atlantic

Location: Norfolk, Virginia Client: Naval Facilities Engineering Command

JMT supports military construction (MILCON) projects for NAVFAC Atlantic under an A-E services IDIQ contract.

JMT holds an A-E services IDIQ contract to support military construction (MILCON) projects for NAVFAC Atlantic throughout their Area of Responsibility (AOR).

This is a multi-year task order contract, with assignments related to:

  • Design of pavements for repair and/or replacement
  • Various types of site development and utility services
  • Inspection of airfield pavements
  • Preparation of pavement condition reports
  • Design of installation security fencing, lighting and other force protection measures
  • Design of installation and repair of shoreline erosion control measures
  • Property and topographic surveys
  • Civil design for engineering projects

Work areas include Virginia, North Carolina, Florida, Maryland, and other activities within the NAVFAC Atlantic AOR including the continental United States, the Caribbean, Africa, and Europe.

Major projects under the contract include:

Naval Medical Center Portsmouth Parking Study - Officials at the Naval Medical Center Portsmouth (NMCP), which occupies a 112-acre downtown site along the Elizabeth River, wanted to ensure sufficient parking was available on site to accommodate the needs of patients, staff and visitors. JMT conducted a comprehensive review of traffic and parking operations throughout the NMCP campus parking system. The study generated data and findings about the parking supply and demand, demographic information about the parking system users, and cost estimates for maintaining a unified system. Recommendations were developed to improve parking and traffic operations for the short and long term while incorporating future demand.

Camp Lemonnier, Djibouti, Design and Construction Schedule - JMT has been awarded a task for the development of a design and construction schedule for design-build project P686/687 at Camp Lemonnier, situated at Djibouti-Ambouli International Airport. NAVFAC Atlantic has requested this information for its use in the evaluation of several contractor proposals it is considering during a two-step Design-Build best value selection process. The construction value of the completed project is estimated to be in excess of $200 million.  P686/687 was divided into multiple phases, and the proposed schedule addressed design and construction start and completion dates for each phase. This task order was completed on a very tight schedule with deliverables successfully submitted within 30 days.
