Leesburg Park & Ride

Location: Leesburg, Virginia Client: Loudoun County, VA

JMT developed and designed the layout for a 10+ acre park and ride facility.

With its lease for an existing park and ride set to expire, our client engaged JMT to prepare complete right of way and construction plans on a fast-track basis for a new, 10.68 acre commuter facility.  The project required the design of a 700 space parking lot with three sawtooth bus bays and a main access road that would eventually connect to a local park. JMT undertook an aggressive schedule in order for the new facility to be completed before the existing park and ride closed to the public.

The original concept was to design the project so that construction could be accomplished in two phases, with one section containing 400 parking spaces and three bus bays and the other section containing the remaining 300 parking spaces. JMT proposed a concept that would construct the entire project in one phase and physically separate the bus bays from commuter vehicles, eliminating conflicts between the two and creating a safer and more efficient environment.  This change not only reduced time and cost significantly but also minimized the impacts to wetlands.

The original concept design was also slated to incorporate low impact features, which were prohibited by rock strata. JMT altered the design to incorporate precast infiltration structures that would maintain low impact project features and meet the required contaminant removal ratios. Additionally, we increased the size of stormwater management basins compared to the original concept scoping plans.  Other features of JMT's design included aesthetic bus shelters, lighting, signage, bicycle lockers, public telephones and provisions for a future security system.

Extensive landscaping was provided, well beyond what may be typically expected for a commuter parking lot.  More than 4,000 plants - including 23 varieties of native trees, shrubs and bushes - were planted throughout the facility, in the buffer areas around the perimeter of the site, and within the parking lot and access road.

Throughout the project duration, JMT exceeded our client's requirements and expectations, which ultimately provided a better product for both commuters and commercial vehicles. The final result was a facility that came in well under budget and opened to the public on time. 

The Leesburg Park and Ride was recognized by the American Council of Engineering Companies (ACEC)/VA with a 2011 Merit Award.
