Windsor Mill Middle School

Location: Baltimore County, Maryland Client: Baltimore County Public Schools

JMT provided full site design and civil engineering services, project management and planning services, surveying, environmental mitigation and geotechnical services for the fast-track construction of this middle school in Baltimore County.

The County desired to construct a new 140,000+ square foot, three-story, middle school on a 32+ acre plot of land along Windsor Mill Road west of Old Court Road.  Due to an extremely tight schedule and requirements for placing a soil stockpile surcharge in the building area for a month, the site design had to be completed in a three month period to obtain a grading permit for the project so that grading and building foundation construction could begin as soon as possible.  Extensive coordination was required between the Baltimore County Public School System, the architect, and the construction manager to keep the project and design on schedule.

Prior to beginning work, JMT coordinated all property boundary and feasibility studies and environmental permitting.  Topographic surveys for the site were obtained using aerial mapping techniques, thus saving time and cost for detailed field surveys. Landscape design, and storm water management as well as utility design were completed.  Utility design included a 1,200 ft extension of a 12" roadside water main along with an additional 700 ft throughout the site, two stormwater management ponds and a detention/shallow marsh pond to provide stream channel protection volume and groundwater recharge. 

JMT also designed and completed several athletic facilities including a junior baseball diamond, two softball diamonds, field hockey, soccer field, long jump, three tennis courts and two multi-purpose courts.  Over 3,000 feet of paved walkway was constructed around the athletic fields in compliance with ADA regulations.  Windsor Mill Road was widened approximately 1,000 feet to accommodate the school's bus service.
