Candice Ottley-Francois, Senior Vice President at JMT, has 20 years of experience delivering innovative technology services across multiple states. She holds a Bachelor of Science in Physics from Howard University and a Master of Engineering from Morgan State University. She has served on the Advisory Board for Morgan State’s Transportation and Urban Infrastructure Studies program.
Candice has managed and implemented transformative solutions for government agencies, including the Maryland State Highway Administration’s Enterprise GIS platform (eGIS). She has led key initiatives for JMT, including the national expansion of geospatial and information technology services in the surface transportation market. In 2021, Candice stepped into the role of JMT’s Deputy Chief Information Officer for Solution Delivery and the practice leader for the JMT Technology Group, overseeing strategy and operations and driving the delivery of GIS, software, data analytics, ITS, asset management, and emerging technology solutions.
As a certified Project Management Professional and Geographic Information Systems Professional, Candice combines her technical expertise with strategic vision, bridging the gap between subject matter experts and technologists to deliver impactful solutions with measurable business results.
