JMT Earns Top Project of the Year Honor and Six Total Awards at 2026 MdQI Awards Ceremony

JMT earned one of the two coveted Project of the Year top awards during the annual Maryland Quality Initiative (MdQI) awards celebration held on April 9, 2026, at the Martin’s Valley Mansion in Cockeysville.

MdQI is the cooperative effort by Maryland’s transportation industry to continuously emphasize quality improvement in the planning, design, construction, and maintenance of Maryland’s transportation system. MdQI’s annual awards of excellence “honor projects, partnerships, and professionals setting the standard for quality, innovation, and collaboration…” according to its website.

Each state transportation agency – representing highways, toll facilities, airports, ports, and rail/transit – as well as the City of Baltimore Department of Transportation, selects its best projects from the previous year. Likewise, the County Engineers Association of Maryland honors projects delivered to local Maryland clients. Projects are honored for successes in innovation and partnering. Overall winners are also awarded.

In total, our staff accepted six awards for four projects! Here’s the full list:

MdQI Project of the Year – Over $5 Million
MDTA Modal Award Over $5 Million

I-95 NB Express Toll Lanes Extension | KH-3009

The Maryland Transportation Authority (MDTA) sought to address congestion and safety in northeast Maryland by extending the I-95 northbound express toll lanes (ETLs) in Baltimore and Harford counties. Through KH-3009, the JMT team worked with MDTA to design two ETLs in the median and shift four existing lanes to the outside for seven miles, from MD 43 to south of MD 152, where average daily traffic exceeds 150,000 vehicles.

MAA Modal Award Over $5 Million
Silver Partnering Award – Project Over $10 Million

Airline Maintenance Facility & Taxiway F Phase 1 – Segment 1, BWI Marshall Airport, Anne Arundel County

This project for the Maryland Aviation Administration (MAA) delivered significant airfield and landside improvements to establish the foundation for Southwest Airlines’ new maintenance facility at BWI Marshall Airport. As the selected site was on an undeveloped portion of airport property, our team needed to develop both landside and airside access, all utility infrastructure, extensive site grading, drainage, and stormwater management facilities.

JMT served as the designer of record. The awards were shared with Airport Design Consultants, Inc. (project manager), Michael Baker (CM), Allan Myers (contractor), Jacobs (design), and the MAA (client).

MAA Modal Award Under $5 Million

Taxiway V Resurfacing, BWI Marshall Airport, Anne Arundel County

This project improved the condition of the taxiway at BWI Marshall Airport by removing and replacing asphalt pavement, adjusting pavement grades to promote drainage, resetting existing taxiway edge lighting, and installing waterborne and thermoplastic pavement markings and signs.

Bronze Partnering Award – Project Over $10 Million

MD 24 NB Auxiliary Lane from MD 924 through Singer Road, Harford County

This roadway project demonstrated the adage “an ounce of prevention is worth a pound of cure” by establishing and implementing the Issue Resolution Ladder early. When a sinkhole developed on the project, having the appropriate contact information on hand enabled effective communication and partnering between James Marks, JMT’s project coordinator; Allan Myers (contractor); and the Maryland Transportation Authority (client), leading to a safe, timely resolution.
