University Center Project in Rock Hill, SC Earns International Recognition

JMT is proud to announce that the University Center – Final Phases of the Bleachery Redevelopment in Rock Hill, South Carolina, has been awarded the Gold Medal for Best in the World Public-Private Partnership (P3) Project by the International Economic Development Council (IEDC).

Tim Elliott, leader of JMT Economic Redevelopment Studio, guided Redevelopment strategy & Vision & Planning services with local development team of Gary Williams & Skip Tuttle. This transformative project was recognized for its exemplary collaboration between public and private sectors. The Rock Hill Mayor, Council, and Economic Development team helped create the economic strategy to bring this project to fruition.

The redevelopment of the historic Rock Hill Printing & Finishing Company site, known locally as “The Bleachery,” began in 2015 with a bold vision to revitalize the area into a thriving mixed-use community.

The IEDC selected University Center as a Gold Winner in the P3 category due to several key factors:

  • Public ownership of the site
  • Strategic tenancy driven by the Rock Hill Sports and Event Center
  • Effective coordination of federal, state, and local incentives
  • Major infrastructure investments that leveraged over $220 million in private development

This award highlights the success of a carefully coordinated effort to bring new life to a historically significant site, while creating lasting economic impact for the region.
