Baltimore County Opens Campbell Boulevard Extension with Ribbon Cutting
Phase II of Campbell Boulevard in Middle River, MD officially opened on November 17 with a ribbon cutting ceremony held by Baltimore County Government.
The project provides a significant link from US Route 40 (Pulaski Highway) to Bird River Road in the Middle River/White Marsh area, eventually connecting White Marsh Boulevard to Philadelphia Road. The Campbell Boulevard extension will complete the missing roadway sections to create a cross-county connector between a residential growth area and one of the County’s commercial town centers, providing a safe and efficient transportation network for traffic with a focus on pedestrian and bicycle facilities.
“This one-mile section of new road is a major infrastructure addition for the community and the County. It will relieve congestion at key intersections – such as Middle River Road and Route 40 – and provide greater access for residents and business,” Baltimore County Executive Kevin Kamenetz said in a County press release.
JMT performed multiple tasks on this project:
- We completed a planning study, including: traffic analysis; various roadway alternatives; environmental, historical, and socio-economic inventory and evaluations; structural evaluations; hydraulic and hydrological modeling; analysis of right-of-way and utility impacts; as well as community outreach.
- JMT prepared a preliminary engineering/environmental analysis of two build alternatives and the no-build alternative. We completed an analysis that described transportation benefits, environmental impacts, and traffic conditions for each alternative.
- Upon the selection of a recommended alternative by Baltimore County and environmental review agencies, JMT prepared final engineering and construction documents for Campbell Boulevard, extended from US Route 40 to Bird River Road including roadway widening and upgrades along Bird River Road. The road also includes a 220-foot long bridge over White Marsh Run, 3,000 feet of water main, and pedestrian/bicycle facilities.
When the plan is fully realized, Campbell Boulevard will provide a much needed connection with the White Marsh Town Center and numerous residential communities.
