JMT performed a technical design review and inspected the new HVAC system equipment/controls, lighting, venting, transformers, occupancy sensors, boilers, chillers, air barriers, UG oil tanks, water retrofits, and steam traps for 205 schools throughout Prince George’s County. JMT scheduled all inspections in a timely manner and recorded their observations. JMT provided the client with a status matrix and monthly reports for validation of the completed construction work. JMT recommended and initiated actions necessary to close out the Energy Service Company (ESCO) construction contracts with Johnson Controls, Inc and Pepco Energy Services. JMT worked closely with the PGCPS staff to provide programming for Occupied/Unoccupied scheduling and data point mapping to allow a remote view of equipment status and zone conditions to allow initial problem diagnosis prior to dispatching of HVAC technicians to the school.
In addition to technical design review, JMT provided a financial review of all funding allocations, pay applications, change orders, and savings to assure PGCPS financial viability through the Performance Phase, as well as the full allocation of EPC funds for new energy projects. Completion delays were experienced with one of the two ESCO’s completing their remote chiller KW monitoring system installations and subsequent Cx for full operation.
During the close-out phase, JMT scheduled all training associated with the new equipment with the maintenance staff and reviewed and distributed the Operations and Maintenance manuals that were provided by the contractor. JMT provided the final punch lists items and ensured all items were complete.
