JMT provides natural resources and regulatory expertise for Federal Energy Regulatory Commission (FERC) license compliance at three hydroelectric projects owned or operated by Lockhart Power. JMT staff rely on collaborative relationships with state and federal regulators, include the SC Department of Natural Resources, US Fish and Wildlife Service, and NOAA Fisheries, to assist Lockhart’s regulatory and engineering managers with meeting all compliance activities related to environmental resources. Examples of activities completed under this contract include:

Development of a revised Recreation Plan for the 1.1 MW Pacolet Hydroelectric Project, as required by Articles 401 and 409 of the project’s FERC license.

Invasive species survey of the Pacolet Hydroelectric project area and preparation associated compliance report in consultation with regulatory agencies.
•
Monitoring and reporting of migratory fish passage at a fish ladder constructed in the 9 MW Columbia Hydroelectric Project located on the Broad River near Columbia, SC.
•
Compliance monitoring and development of annual report for rocky-shoals spider lily, a state Species of Concern, in the Broad River downstream of the Columbia Hydroelectric Project.
•
Streamflow measurements downstream of the Lockhart Hydroelectric Project to verify minimum downstream flow releases.
•
Facilitation of meetings and preparation and submission of the Administrative Record demonstrating agency consultation and concurrence on compliance activities.
