Hawkins Boulevard Reconstruction
The Hawkins Boulevard project involved a full-depth reconstruction of nearly one mile of roadway in the El Paso industrial area. These improvements were required because the high volume of commercial traffic necessitated converting the road from asphalt to concrete pavement.
This comprehensive reconstruction included removing the existing roadway and installing new sanitary sewer lines and storm drains for El Paso Water, base material, continuously-reinforced concrete paving, landscaping, street lighting, traffic signals, small signs and striping, driveways, curbs, gutters, ADA ramps, sidewalks, and other necessary items. The project required coordination with energy providers regarding gas lines, and with the Union Pacific railroad.
JMT (formerly ECM International) provided full-time construction inspection and administrative support. While the City’s Capital Improvement Department retained decision-making authority, it relied on JMT for construction management support throughout the project.
