Beast Urban Park, Phase 1

JMT (formerly ECM) delivered program management services as the City of El Paso, TX, completed the first phase of a major swimming and recreation facility.

The Beast Urban Park was one of the marquee projects of the City of El Paso’s $470 million quality of life bond.

The first phase featured Oasis Water Park, an outdoor water facility offering a unique surfing machine, lazy river, leisure pool, kiddie pool, cabanas, a café, and climbing walls, along with a large swimming pool. This phase included an indoor multi-generational recreation center with a gymnasium court for basketball, volleyball, and other indoor sports. The recreation center also featured an elevated running track above the court, computer rooms, rec game room, multipurpose classrooms, a kitchen, a dining area, and a reading room. The Beast’s key feature was the natatorium, with a 50-meter indoor swimming pool which serves to bring in visitors, thus promoting the city and community.

JMT prepared consultant requests for reviewing construction bidding documents, created a master schedule, validated the different projects’ cost estimates, and monitored the construction schedule and budget. JMT also set up a public information web page, conducted public outreach meetings, coordinated with the design consultants and surveyor, reviewed the traffic impact analysis, and provided environmental assessment and master planner services.

Beast Urban Park received an award of merit in the Sports/Entertainment category as one of ENR Texas & Louisiana’s Best Projects.
