JMT was selected by the Delaware Valley Regional Planning Commission (DVRPC), Philadelphia’s metropolitan planning organization covering nine counties in southeastern Pennsylvania and parts of southern New Jersey, to provide open-ended project management consulting services. JMT staff supplemented DVRPC staff, acted as project managers and oversaw the development and delivery of trail design and construction projects that comprise the region’s planned regional trails program.

DVRPC administers the program with funding from the William Penn Foundation, one of Philadelphia’s largest philanthropic entities. The program provides for targeted, priority trail design, construction, and planning projects that promote a connected, regional network of more than 60 multi-use trails on a variety of rights of way, with Philadelphia, PA, and Camden, NJ, as its hub.

JMT acted as DVRPC’s representative for the projects and provided technical assistance to trail developers, counties, municipalities, nonprofit organizations, and their respective consultants.

In June 2015, the Mercer Meadows segment of the Lawrence Hopewell Trail (LHT) officially opened. The LHT is a more-than-22-mile bicycle and pedestrian trail and transportation corridor through public and private land in Lawrence and Hopewell Townships in Mercer County, NJ.
