SR 141/I-95 Interchange Improvements

JMT designed interchange improvements and provided NEPA documentation for a busy roadway in Delaware.

JMT performed a comprehensive capacity and safety analysis of the SR 141 and I-95/I-295 interchange. Through this effort, a master plan of improvements, including bridge replacements, widening of SR 141, and ramp realignments, was developed.

JMT prepared construction plans for two projects. For the first project, JMT provided final design services to eliminate the merge condition of ramps G and F and create a two-lane entrance ramp onto NB I-95, widen NB and SB SR 141 to accommodate a third travel lane and full shoulders, and replace two bridges over NB I-95/I-295. The second project involved widening NB and SB SR 141 to accommodate a third travel lane and full shoulders, improving the Commons Boulevard intersection, and replacing two bridges over SB I-95/I-295.

In addition to the design, JMT provided environmental services including permitting, noise analysis, and development of NEPA documentation for the second phase of the project.

The project is located adjacent to the Christina River and Nonesuch Creek and is surrounded by wetlands. Numerous coordination meetings were held with federal, state, and county agencies to ensure avoidance and minimization of environmental impacts and to coordinate the permitting efforts. In addition, as part of Phases 1 and 2, JMT successfully submitted a wetland map change request to the Delaware Department of Natural Resources and Environmental Control to better align the state-mapped wetland lines with field conditions.
